Can i apply a new PERM with Company B while working with Company A

Hi Friends,

I hope i may get my answers in this forum.

I am working with Company A since 2007 and got approved EB-3 I-140, I had 6+1 Years already on my H1B and just got 3 Years H1B extension based on my current i-140 (EB3) from 12/01/2011 to 11/30/2014,

My question is can i apply a new PERM in EB-2 with Company B with out changing from Company A payroll.

If Yes, at what stage of my new GC processing i need to transfer my H1B to Company B. Please advice
