No, she can't. She can only apply for an SSN once she is in H1 status, i.e., from the date listed on the new I-94.

Note that not having an SSN yet does not affect the requirement that the employer has to pay her. Payroll systems can handle the situation of a person not yet having an SSN just fine.

Give it at least two weeks from approval for her info to be updated in PIMS. Then you can apply, employment doesn't need to start before you can apply.

As soon as the person reports to work, the person has to get paid. And that "reporting to work" includes going to interviews with clients, etc.
