if visa process is pending can we come to us back for temporary period? or we need to travel to india from mexico?

I am taking Tourist visa to go to Mexico. I am not sure if its needed or not...

I have been to Tijuana couple of times before for my stamping. But looks like things changed this year little bit.

My last stamping was in December 2010.
