H1 Stamping or COS ?

I'm Sunita. I am on H4 visa currently and my husband's company filed H1 for me and it got approved, but for some reason they did not file Change of Status (COS). I am not sure why they did not do it. Now the company is asking me to go back to India again to get stamped for H1. Should i definitely have to go to India ? or can i apply for COS ?

Any help would be greatly appreciated.
