Can H4 enter into US while H1B transfer is in progress

I am currently working for an employer A and my spuse had H4 with an employer A but she has not entered to US yet. Now an Employer A has terminated the H1B principal applicant and Employer B is ready to transfer H1B visa.

As H1B principal applicant has just arrived to US and due to certain reason he got terminated from the job by Employer A. Reason being H1B principal applicant does not have any paystubs.

H1B principal applicant wants to bring his wife from India to US.

Can H4 candidate come to US while H1B transfer to employer B is in progress? Can immigaration officer ask for payslip to H4 candidate?
