H4 visa stamping while amendment

Hi,

Kindly help me with my query.

I have an approved H1 Petition for a client. However, I was assigned to work for a different client. Hence an LCA was approved for me within a week and I was informed that I can travel. I am currently in US. My amendment for petition is still in progress (current status - Initial Review) and till date I have only received the petition receipt and not the petition approval. Under such circumstances can my wife and kid go to the consulate for H4 Visa stamping or should they wait for the final petition approval to come.

I am also in similar situation. I got h1b approval for 3 yrs for the Client A and now i got another job with Client B. and didn't applied h1b amendment yet. My question here is

1. Do we really need to apply for the h1b amendment to attend the H4 visa stamp in INDIA.
