change to F1 while H4 extension appl pending

Hello Friends,

My wife is waiting for her H4 extension and her current H4 has expired. She applied for extension well before her H4 expiry.

I wonder, if she can apply for her change of status to F1 while her H4 extension is still pending with USCIS.

I would appreciate your response.

Iam also in the same situation as yours.

Could you advise if COS can be applied after the current H4 has expired and the extension is in progress?
