H4 to L1 possible

Hi,

I have H1B visa and I recently got married and my husband got H4 visa .

My husband is consulting with company "X" for past 14 months.

His company is not ready to leave him and their are telling that they will sponsor L1 visa.

Please let me know where it is possible to file L1 visa while he is in US on H4 visa. Can he get approval for L1 while in US so that he can get the stamping later.

I want him to come to US on H4 and later apply for L1 since now a days L1 stamping in India is getting delayed and also I am not sure whether it is good option to apply for L1 while he already has H4.

Please let me know, your advice/suggestion will be very helpful.
