H1B approval without change of status

Hi,

I am working in an IT company in L1B for last 4 years and L1 extension is valid to till 07/07/2012.

This year they filed the "H1B" which got approved from 10/01/ 2011 to 07/07/2013.But By mistake they have not processed change of status and it's requires consulate processing.So I am still in L1 status.

Now I got an offer from Another company today.

Can they process an H1 Transfer /change of status with the approved H1 petition(without change of status) I have?

Or The new company have to file a new H1B visa and Transfer for me?

Please advise.Thanks for you help.
