H4 stamping without H1b stamping

I am on L1 visa (intracompany transfer).

I'm now planning to take a H1 visa and go for COS (change of status).

I will not have a H1 Visa stamped for now.

QUESTION:

My wife is in India on vacation (currently on L2 visa).

Can she appear for PA (visa interview) for a H4 visa with out my H1 being stamped?

if so what would be procedure & documents required?

else should I bring her here before I get my Visa processed?

Please advise ASAP...
