Chances of H4 to H1 for my wife

Hey guys,

I have been hearing multiple voices on this. So, wanted to know what some of you folks think.

My wife has been working in India as a s/w engineer for 5 years now. I was looking out at options of she getting her H1 from a consultant or a Direct employer. What are the chances in the current situation. Or is it in evitable that she has to go to a school and do her CPT n stuff?

Please help!
