F2/ H4 which is better?

Hi,

I did my masters in US and I'm on f1 visa working on my opt since 1 and a half year. My would be husband also did master in US( his F1 visa was rejected 2 time and got it 3rd time) and after his opt is over applied for H1 and got aproved for 2 yrs. He went back to India for vacation and went for stamping. his stamping was denied.

Its been a year after that. and I'm getting married next month. what are the chances for him to come back on F2 visa as I still have 5 months on my opt.

My employer is ready to file H1 for me so that he have a chance of comming on h4 visa.

1) will his past rejections come into account, when he applies for dependent visa?

2) which one will be a better option H4 or F2
