Google the following and read the posts in there for you to get some idea of why there is so much delay at VSC.

Unfortunately for us, nothing we can do about it but wait and hope. I think those who apply in October can pretty much forget about getting it this year in regular processing. Hopefully the ones from Jul/Aug/Sep will at least get theirs.
