EB3 485 inventory question..

My PD is Nov 2002. EB3 INDIA.

Before Nov 2002, as per Oct 2010 inventory there 7992 cases and now as per Jun 2011 inventory there are 6977 cases. Only 1015 cases got approved. I think there are 2800 visas numbers for EB3/INDIA.

Only three months left in the year and assining 1015 numbers seems to be not logical given that there are some additional numbers added before Nov 2002.

Do these inventory numbers count consulate approvals also?

Any analysis is helpful.
