L1 Individual for a CA working for IT Company

Hello

One of my friends working for a Big Indian IT company , his L1 petition was denied . He has 12+ years of experience , it was applied under the special knowledge Category. I wonder if his CA degree has anything to do with that.

There has been much debate for Special knowledge category and we have been seeing so many denial notices from USCIS.It was not the same last year . Is there been any change by USCIS.
