State of Residence for H4 Visa

Hi,

I am getting married in December and looking forward for applying H4 visa. I have a question regarding the same -

My fiance works in USA, and he has a H1 visa, so I believe I need to apply for H4 visa. I am from Agra, Uttar Pradesh (Delhi region for visa) and I have an Agra address on my passport. I am staying in Agra since my birth.

But my fiance's hometown is in Gujarat (Mumbai region), so I will be in Gujarat after my marriage. But I wont have time to get my address changed on my passport. I am planning to apply for a visa in 10-15 days after my marriage. So at the time of visa interview, I will have Agra address on my passport.

So my question, is it complusory for me to apply from Delhi consulate or can I apply from Mumbai also ? I would prefer to apply from Mumbai.

On vfs website, they tell that 'State of Residence' should be correct, and they might ask for proof for that.

If you can point me to some document with details on same topic, then also it would be great.

I appreciate your help on this.
