H1B Renewal 221G for full time employees

Is it a safe assumption that only contract or consultants are getting impacted by the 221G admin process ?

I am planning to travel later this year and will have to go in for my H1B renewal stamping. I am wondering if this might be an issue for me.

I am currently full time employed with a company directly and not in IT field.
