Pending NIW case-Texas service center -Background check

Yesterday I called USCIS regarding my I-140(EB2-NIW) which is pending for about 120 days and I can not track it online.

USCIS representative told my your case is under review and the reason of it is because of background check.

and she said it takes between 2 to 4 weeks for your background check to be finalized.

Then we will notify you about the final decision.

If they wanted toreject my case what's a point to wait to get background chec and then let me know about their decision?

I'd appreciate if you could give me your opinion.
