Question on GC through different employer

Hello,

I am planning to do PERM/I140 with a different employer than the one I am currently working for.

1) At what point do i need to join the new employer ?

2) Does the job transfer happen based on H1B status or Green card status ?

3) Will I have to get purchase order from client during the transfer ?
