H4 current processing time in Vermont center_COS from F1 to H4

Hello All,

I had applied for COS from F1 to H4 on April 20th 2011 at the Vermont center in New York. The application is pending now for 3 months and over. Please can anyone let me know if they have faced a similar situation or their application has been processed in how many months?
