H1B transfer while current visa Cancelled without prejudice and 221g issued

hi,

Recently my current visa got cancelled when I went for visa stamping on H1B extension of Company A.

I797 of h1b extension given back and asked to reappear for visa stamping in home country.

Model: EVC.

Can I apply for a H1B transfer with company B with the same vendor and client. If so what is the statute? Will this cause for any implications as the Vendor and client are same but employers get changed.

Looking for some early valuable suggestions as this is urgent.
