H4 VISA issue - H1 Expired and I 94 expired - but filled extension to USCIS

Please help me in getting my answer. I came recently to US and already filled extension documents (my H1B is expiring in next 4 days). I heard it will take 2-6 month time to get approval.

Now can my wife apply for H4 after my VISA is expired and with Just USCIS receipt number of filled case.

OR

she has to wait till the time I get my extension approved? and can apply for H4 only with new I94 date?

If first option is valid I will go ahead and set for her H4 interview date with just USCIS receipt number (Expired VISA + Expired I94)

for H4 visa, spouse needs spouse's APPROVED H1B visa. H4 will not be issued based on extension application receipt number.
