H1B-H4 Processing time frames confuses which dates to look at plz advice and help....

Hi just checked the USCIS processing time frames and got confused which one to look at. The I-129 H1b extension of stay time frame says 2 months and I539 extension of stay for any H dependents says currently processing Feb 2011. So what does this mean if an H1B holder applies for extension of stay for himself and his wife what should be the time frame we should be looking at The one for I-129 or one for I-539. Do they have different time lines for H1B and H4 extension approvals and then send out the notification only after the dependent is also approved even thought the time frame mentioned for the H1b holder is less..or is it like both the applications are processed together with the time frame mentioned for H1b I-129 extension of stay
