First of all USCIS/DOS does'nt have any term called "Pre-Adjucated" in their dictionary. It has been created by our fellow GC applicants. Pre-adjucated basically means all those ppl who were current during the July'07 "fiasco", applied for AOS and got their EADs/APs. As the dates have become current again for this pool, we need not apply for AOS again but just sit back and wait until Oct 1st and wait for the card to arrive in the mail.

Clear enough?

This is not correct. Pre-adjucated means the application processing is completed (background check, security etc. bla bla) and it is waiting to get approved. It is very difficult to find out this information but if the officer is kind enough then during infopass he/she can tell you if your case is Pre-adjucated or not.

USCIS DOES use the term pre-adjudicated. They don't issue a document, and it is not something required in the law/regulations. However, they are the ones that started using this term to reflect the fact that many of the long-pending cases (mostly 2007 filings) have been reviewed and, essentially, pre-cleared, and are awaiting visa numbers. For many of the pre-adjudicated cases, the visa numbers have been requested, and the DOS system now stores those requests (rather than rejecting them if no numbers were available as was the case in prior times.)

Can we assume that majority of the cases filed during 2007 july fiasco have already undergone the required background & other eligibility checks ?

You can go here with your case receipts if you have any questions regarding your pending petition. However if your dates are not current then you will be straight way turned back saying, your dates are not current and come back only after 60 days when your dates are current. If the officer is kind enough then he/she can tell if your case is pre adjucated or not.

The 2007 summer cases should all have been preadjudicated by now.

What we see when the cut off dates move is that approval notices just start arriving. We do communicate routinely with the USCIS about pending cases with current PDs. And some cases need extra follow up etc.

But, for most people, if everything is in order, there should not be a signficant amount of pushing/follow up needed. There will be approvals that will start to arrive right at the start of October.
