Travelling to India on H4 while I-539 pending

Hi,

I am changing jobs and my new employer has filed for my H1B transfer (regular processing) and also I-539 (extension of stay) for my wife (H4).

Can she be able to travel to India around August or Sept even if she have not received the I-539 approval nor my H1B approval.

Please advice.
