Entered US on H1B in 2008, moved out in 2018 - New H1B required lottery process?

Lived in US from 2008 to 2018 on H1B with approved I140 with employer-A. Old I140 is still active, employer did not cancel.

Moved out in early 2018, now if I want to apply for H1B with more than 6 years of stay outside USA, to enter US again what are the options?

 

1. Through same employer (employer-A), what are the options?

2. Through different employer (employer-B), then what are the options?

To my question in the first post is more about entering lottery requirement for new H1B now.

Buddy, you have an I-140 with a priority date.  I sincerely dont think you need to enter H1b lottery again.  Just find an employer who will hire you and transfer your H1b.  Good Luck.
