Can I move from L1B to H1B with unused and unstamped approved H1B petition (valid until Aug 2025)

"Company A," applied for an H1B petition on March 31, 2022, while I was in India, which was approved in December 2022. This petition is valid until September 2025 and was approved for consular processing at the Chennai consulate in India. My current employer,

"Company B," applied for an L1B visa in May 2022, which was approved in August 2022. I traveled to the USA with that L1B visa in September 2022. The H1B petition is not stamped and remains unused. I have been in the USA since September 2022.

1) Can I move to "Company C" with the approved H1B petition from Company A? If yes, then how?

2) Does "Company B or C" will transfer the H1B or they will file new H1B petition with cap exemption using the existing approved petition? Can you please suggest the category under which this H1B petition would be filed?

3) Is it mandatory have paystubs from Company A to use existing approved petition?

I think you can transfer this H1b petition, however I think it will be again in consular processing you may have to go outside of India and come back with an H1b stamp.  Good Luck.
