Can I shift university after completing only NORI step I & II and do the final & 3rd step from thein Indian consulate there (in a different jurisdiction)?

I am planning to do steps 1 and 2 of the J1 NORI waiver procedure from the Indian Consulate in NY. By the end of the year, I will change my state of employment and residence and was hoping to complete the final stage 3 of NORI from there. Will that be an issue? The international office told me since I would be using their program number to get Step 1 & 2 clearance, there might be an issue with doing the final stage from a new university in a different state and jurisdiction. Can someone kindly help me with this issue by providing relevant information!?
