Seeking Advice: Considering Moving Green Card Application from Abu Dhabi to Armenia - Need Guidance

Hi,

I applied for a Green Card for my brother through my mother with a priority date of 27-NOV-2015. His application has been moved to ABU DHABI by NVC, and we are currently in the waiting phase. It falls under category F2B, and upon checking online, the process date reached 01-OCT-15, almost a month and a half before our priority date.

I have a few questions:

1. We are considering moving his application from Abu Dhabi to Armenia/Yerevan. Do you think it's a wise decision at this point?
2. We've heard that the process in Armenia is much faster than in Abu Dhabi. Does anyone have any experience with this?
3. How can we proceed to move his application to Armenia?
