Urgent help needed ,gc approved while in india on expired ap

I filed gc for my father on 13th july,I 130 and 485 together while he was here in usa on tourist visa this year.Filed 131 on 20 august,2023.

Fingerprints done on 25th August for 485.

He had to go back due to some urgency on 5th October with emergency ap expiring on 13th October, he was unable to come back within time as he got vertigo issues,doctor advised him 3,4 months of rest.

Now on 15th dec suddenly I got his ssn in the mailbox.

Online checking saw his 130 and 485 both were approved on 12th December. Card is still not produced though,everyone suggested me that everything is abandoned for my fathers gc since he didn't return by 13th october.

Can I send him gc over DHL and he can use that to travel back?

He is 69 years old so don't want any harassment at America's entry.

Please guide here on correct action to take
