With PERM approval pending, traveling to the US on B1/B2 visa possible?

While my PERM application is in approval process, my H1b visa got maxed out and had to travel back to India in Oct 2023 and it has been more than11 months that my PERM approval is pending. I was expecting the PERM approval anytime and did not vacate my house etc.

My query is that with PERM still pending for approval, can I apply for B1/B2 visa and travel to the US and finish my pending activities like wrapping car. house etc.  Please suggest. If yes, while I am in the US on B1/B2 visa and my PERM , I-140 is approved, can I continue to stay in the US with change of status or Do I have to traveled back and get H1B stamped and travel to the US?
