Hi,

My mom visiting visa got rejected at Hyderabad consulate on 09/28/2023 by giving 214b(white slip). My dad is expired in 2021 dec. 

Q1) Have you ever been refused a U.S. Visa, or been refused admission to the United States, or withdrawn your application for admission at the port of entry?

what is the reason I have to mention when I am trying to reapply of her? 

2) Sponsor is my brother who married to US citizen and he got permanent resident? is this effected her rejection?

Any immigration application should be answered truthfully, therefore answer Yes and provide the 214b reason given. For her new application she should provide as many documents as possible which show her ties to her home country such as bank accounts, home ownership, future events she perhaps plans to attend back home, upcoming medical appointments, any family connections there, etc.
