Education evaluation RFE while H1b transfer

I applied for H1B transfer in premium. Received RFE for education evaluation.

my query is,

1) why did I receive this RFE when I have 12+3+3 years of education in computer science.

2) Why I didn't receive any such RFE when I applied for H1B CAP.

If your degree was earned outside the U.S., a credential evaluation has to be submitted to show its degree equivalency in the U.S.

Yes, my degree was earned from outside U.S. I have Bachelor Of Computer Application (BCA) for 3 years + Master of Computer Application (MCA) for 3 years.

Also, this is my first H1B transfer

please let me know:

1. Are these degrees equivalent in the U.S. for H1B eligibility.

2. My previous H1B was approved without education evaluation in 2012 and 2022 (current).
