Is dropbox available for F1 to h4 for the first time ?

I am currently on an F1 visa and am planning to change to my husband's dependent H4 visa this December when we go to India. He is planning to renew his current stamp via dropbox as well. I have a few questions:
 
  1. Can I also apply dropbox along with him if this is my first H4 stamping?
  2. If not dropbox, do I need to do biometrics again if I got my F1 visa in Dec 2021 ? for interview appt
  3. Is it better to apply for change of status from here in the US? I am currently in the US but I hear the conversion takes 10months.
