CAP Exempt to CAP Subject Transfer

I am currently employed with a CAP exempt Employer A with i140 approved and have an offer thru a CAP subject employer B. I was previously employed with CAP subject employer C with approved H1B  for a year. Am i still subject to the CAP lottery process for H1b transfer from A to B?

If you were previously counted against the cap and worked on H1b for a cap subject employer, then you do not have to go through the lottery again.
