H1B layoff. Can I travel and look for new employer while in India? I have an approved I140.

I am getting laid off in two weeks. I have to travel to India in a month, Is it possible? I will have to do a dropbox for stamping. If I find a new employer and initiate h1b transfer, what are my options to travel to india and come back with h1b stamping before joining the new employer?
