Does B2 renewal via IWP require I-134?

I would like to apply for renewal of B2 visitor visa for my mother that was expired in less than 48 months. Based on the USCIS policy, I think it does qualify for Interview Waiver program (IWP). During the first B2 application, I provided I-134, now do I need to send I-134 for the renewal as well?
