H4 Visa status is "Visa Refused" after dropoff

I have dropped off my H4 Non-Immigrant VISA appointment with required documents at the US Consulate, Chennai. After 2 days i see my visa status "visa refused" & the below message along with it. I haven't got any email or letter explaining why my visa was refused. What should i do in this case to progress towards getting the H4 visa stamped? Does calling or emailing the consulate will give answer to why my visa was refused? If yes, where i can i find the email id to communicate for US consulate in chennai, India?

Background I'm in H4 visa for long-time & i have received stamping from chennai consulate in the past few years.

A U.S. consular officer has adjudicated and refused your visa application. Please follow any instructions provided by the consular officer. If you were informed by the consular officer that your case was refused for administrative processing, your case will remain refused while undergoing such processing. You will receive another adjudication once such processing is complete. Please be advised that the processing time varies and that you will be contacted fi additional information is needed. For more information, please visit TRAVEL.STATE. GOV or the website for the Embassy or Consulate at which you made your visa application.
