What if we apply for H4 visa with a Principal Applicant Petition start date of future?

I am the H1B Principal Applicant and my I-140 was approved in December. Later on my Company filed my H1B extension which got approved from 15th July 2023 to July 2026. My previous extension is valid till 14th July 2023. Now my wife has H4 visa appointment in next few days and we are trying to stamp my wife's H4 based on my recent H1B petition.

My Question is, since the Start Date of H1B Petition is of future whether she will get the Visa straight a way till July 2026? If Yes, then can she Travel just after the Visa stamping or she will have to wait till 15th July 2023.
