H1B Transfer in grace period

Hi, i just came 45 days back to US. I didn't get job still. My employer didn't initiate payroll so still now I didn't get any paystubs. Can I transfer from employer A to employer B in this grace period? Or do I surely have payslips to transfer ? If yes how many I need to have to transfer?

You have a job, with the employer, and you absolutely need to get paid.

If the employer doesn't pay you file a complaint with DOL on form WH4. That also allows you to transfer to another employer.
