Visitor visa approval for applicant who has Family Based petition (I130) pending

When applying for B1/B2 visa, Do the visa officers know if a family member has filed immigration petition (I 130) for the applicant ?

Do they have a system where they can look it up or just based on the answer to the following question in DS 160  - Yes or NO.

"Q: Has anyone ever filed an immigrant petition on your behalf with the United States Citizenship and Immigration Services"

Will the visitor visa be refused based on that.
