Attending a conference in US on H4

I am currently residing in India my husband is in Atlanta, i have a valid h4 and i have been nominated to attend a conference in texas.This will be my first entry to us and needed clarification if attending conference on H4 is legal. I am not getting any mentory benefit for attending the conference other than TA and DA allowance.
