Attending H4 visa before start date of H1 according to i-797

Currently I'm a candidate on opt. I got my H1 picked in recent lottery and I'm planning to go with premium filing thinking my husband who is in India right now can attend h4 visa interview once I receive my documents post approval. But my question or confusion is that if he can go for h4 visa interview even before my h1 start date which will be in the month of October? How are the chances of approval and is he valid to attend the interview of h4 before h1 start date?
