There is a common misunderstanding that one must be in H1B status to start the PERM green card process. This is incorrect, the PERM processes is merely an offer of future employment. Therefore, those in the U.S. in H4 status, or F1, can also start the process if you have an employer willing to sponsor you. This is true even if you are outside the U.S.
