Is I-140 receipt# enough for H1 transfer (in 7th year) ?

Hi everyone,

I am in 7th year of my H1B and my I-140 was approved six months back with my current employer. My H1B is extended for only 1 year instead of 3 years based on I-140 approval. Now I want to transfer my H1B to a new employer.

My question :

Is I-140 receipt# enough for H1 transfer with the new employer for 3 year extension ? OR

Is I-140 approval copy required for H1 transfer with the new employer ?

It's been 5+ months that I had filed for I-140 approval copy through FOIA and still the tracking number is around 1000 (there is a huge backlog it seems with NRC records)
