Is there a deadline to move forward after receiving "Notice of Immigrant Visa Case Creation"

Hi, I received "Notice of Immigrant Visa Case Creation" regarding the approved immigration visa I applied for my brother in 2007. My brother is asking if there is a way to postpone moving forward with the case, i.e., pay fees, get interviews, etc. He has some family issues he needs to deal with at this moment, and would like to wait for some time.

The letter said "If you do not log in CEAC or communicate with NVC regarding this immigrant visa case for a period of one year, by law the Department of State must terminate your visa application." I logged in CEAC already and saw the case.

Could you please help us understand how long my brother can postpone his case, or is there a deadline he must comply with?
