Current rule to Recapture H1B Unused time

Hello,

I would like to know the Process to Recapture Unused Unstamped 6 Years of Approved H1B Case

On June 12, 2008, my case was approved (Form I-129) and I-797B was issues but I wasnt able to get it stamped in 2009 due to critical Personal reasons. In Past I have been told that since i didnt get it stamped within 3 years so its not active anymore.

Lately I have been told that in 2017 there is new rule to Recapture H1B Unused time which has not been Stamped and as as per New rule

"There is no time restriction that they should apply within 6 years from the initial H1B approval time anymore to recapture or use the remainder of H1B unused time."

Please advise and appreciate any comment / response.
