Can we file both H1B and L1A parallel from different employer ?

Hi,
I presently working for company A ,I got H1B sponsored from company B last year. I went to interview on Dec 2022 they provided 221G blue slip waiting to send documents they have asked.Now my present company (Company A) planning to file L1A for me .

I have following questions 


1)In 2 weeks I am going to submit documents for 221G H1B in case if it was approved may I eligible to file L1A?

2)What if H1B is still in refused and I am eligible  for L1A?

Kindly  answer my question if attorney or anyone have knowledge thanks in advance
