H4 child stamping without principal applicant

Hi,

My child, 14 years, is going for H4 stamping in India. I am the principal applicant with approved extension to H1B and H4 i797s for all family members. I am in the US, and I will not be traveling with her. I do NOT have my H1 visa stamped.

How should I go forward with this ? Can a child get H4 stamped while approved H4 with H1B approved ( but not stamped ) father is in the US ?
