Change of status from H4 EAD-F1

Hi, My H4 EAD status is getting expired on Feb 15th 2023.( I don’t have a way to extend my H4 after that).So, I wanted to change my status from H4 to F1

1) Is it mandatory to cross the border like Mexico (or is it required to go for home country) and get it stamped for F1 visa ? 

or

2) Can I even apply for change of status to F1 with in the country and will I be Authorized to stay with in the country during this processing time?
